What is QCTO
The Quality Council for Trades and Occupations (QCTO) was established in 2010 under the provisions of the Skills Development Act No. 97 of 1998. As a dedicated Quality Council, its primary mandate is to ensure the development and maintenance of occupational qualifications, including those related to various trades, through the Occupational Qualifications Sub-Framework (OQSF).
The QCTO is responsible for overseeing the entire lifecycle of occupational qualifications, from their initial design and implementation to the assessment and final certification of individuals who complete these programs. In addition, the QCTO plays a critical role in guiding and supporting skills development providers, ensuring they meet the necessary standards and gain accreditation in order to offer recognized occupational qualifications. Through these functions, the QCTO contributes to the enhancement of the quality of skills training and the development of a competent workforce.
